Statement of Qualifications

The Statement of Qualifications (SOQ) serves as the examination for the CEA position.

Applications must include a Statement of Qualification (SOQ) which describes how your work experience and education qualify you for this position. Your response must be no longer than two pages, single-spaced, and not less than 12-point font. CANDIDATES WHO FAIL TO SUBMIT A SOQ WILL BE ELIMINATED FROM THE EXAM. A SOQ is a narrative discussion of how your education, training, experience, knowledge, skills, and abilities meet the minimum qualifications for this position. The SOQ must be completed in the exact order the following factors are presented:

1. Demonstrated experience of strong leadership and management team experience with an ability to create a clear vision, set goals and expectations, encourage leadership and show initiative at all levels, and use sound judgment in managing complex and varied programs. 2. Demonstrated knowledge and applied experience with the principles and practices of organization, administrative functions, fiscal and human resource management, the state procurement process, and the Department’s equal employment opportunity program. 3. Demonstrated ability to establish and maintain effective working relationships with Executive Staff, control agencies, and the Legislature. 4. Demonstrated strong verbal and written communication skills, negotiation skills, and an ability to encourage open communication across all levels of the organization. Demonstrated knowledge and applied experience with the legislative process and protocol, experience testifying before the Legislature, and the ability to effectively represent the Department's policy and perspective to members of the Legislature and their staff. 6. Demonstrated experience with state and federal budget planning, state accounting processes, and control processes.
