Career Team is requesting quotes for a Program Compliance Consultant as an Independent Contractor to support our role as a subrecipient of the California HCD CDBG-DR Workforce Grant. This consultant will focus on ensuring regulatory compliance, internal monitoring, and documentation review to uphold federal and state requirements for disaster recovery workforce programs.

Background:

As a subrecipient of CDBG-DR funding, Career Team is responsible for maintaining full compliance with all federal and state regulatory requirements. This includes documentation, reporting, labor standards, financial controls, and internal monitoring obligations. The grant supports workforce programs targeting individuals impacted by federally declared disasters in California.

Scope of Work:

The consultant will be responsible for:

  • Program Compliance Oversight
  • Provide technical assistance on federal (24 CFR Part 570, 2 CFR Part 200) and California HCD-specific CDBG-DR requirements
  • Ensure program alignment with applicable laws, grant agreements, and the Action Plan
  • Assist staff in interpreting complex compliance issues and documentation
  • Review of Forms, Documents, and Reports
  • Review and revise program templates, forms, and reports for compliance and clarity
  • Audit documentation such as eligibility records, environmental reviews, procurement logs, labor documentation (Davis-Bacon Act, if applicable), fair housing documentation, and expenditure reports
  • Ensure timely and accurate submission of required reports to HCD
  • Internal Monitoring Services
  • Develop and implement a monitoring plan
  • Conduct scheduled desk or on-site monitoring reviews
  • Produce detailed monitoring reports, including corrective action recommendations and timelines
  • Provide support during external audits or HCD monitoring visits

Deliverables:

  • Monthly/quarterly compliance reports
  • Annotated and reviewed program documents
  • Monitoring reports and action plans
  • Ongoing technical assistance and audit preparation

Minimum Qualifications:

  • At least 5 years of experience in CDBG-DR compliance and monitoring
  • Demonstrated familiarity with California HCD CDBG-DR guidelines
  • Proven capacity to manage federal grant documentation and risk assessments
  • Experience with workforce development programs in a disaster recovery setting preferred

Submission:

Interested consultants are invited to submit a quote outlining their expertise, approach, methodology, and proposed pricing on an hourly rate basis. Please include:

  • Hourly rate for work performed (remote or on-site).
  • Hourly rate for travel time, if different from the standard work rate.
  • Estimated number of hours for each task or phase, including anticipated travel hours.
  • Three (3) professional references.

Please note that the maximum available budget for this engagement is $29,000, and proposals exceeding this amount may not be considered.

Your pricing submission should be sufficiently detailed to allow for evaluation of cost reasonableness in accordance with federal procurement guidelines. Career Team reserves the right to negotiate final rates and terms upon selection.

Travel:

Periodic travel may be required within Ventura County for on-site monitoring or audits, with most services delivered remotely.

  • Consultant will be required to execute a mutually agreed upon subcontractor agreement with Career Team, which will be subject to approval by County of Ventura and will contain appropriate and necessary flow-down provisions.
