The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.

 

FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hour a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:

This position is responsible for managing grant funds for emergency management operations, maintaining/updating the information in the State’s Grant Tracking System, and performing other financial/budgeting activities as required. 

 

  • Grant Management
    • Compile, prepare, and submit grant applications for submission
    • Reconcile grant expenditures daily
    • Provide technical assistance regarding grant requirements and allowable expenditures
    • Monitor grant activities for program compliance
    • Submission of quarterly federal grant progress reports
    • Prepare grant modifications
    • Perform grant closeout activities
  • Grant Tracking
    • Compile information for entry in the State’s Grant Tracking System
    • Update information in the State’s Grant Tracking System as grants are closed
  • Emergency Activations
    • Compile and report daily state agency costs to Executive Office of the Governor
  • May be required to work during Emergency Operation Center (EOC) activation in support of emergency response and recovery efforts, as well as any other FDEM related EOC support needs.
  • Perform other duties as required.

 

Knowledge, Skills, and Abilities:
The incumbent for this position should possess the following:

  • Knowledge of State of Florida regulations, processing, and procedures as they relate to fiscal operations, fiscal analysis, or financial management.
  • Demonstrate knowledge/experience in using Microsoft Word, PowerPoint, Access and Excel.
  • Knowledge of methods of data collection and analysis.
  • Knowledge of standard accounting procedures and reconciliation processes.
  • Ability to work independently.
  • Ability to collect, evaluate, and analyze fiscal data.
  • Ability to communicate effectively both verbally and written.
  • Knowledge of basic accounting or auditing principles.
  • Knowledge of State of Florida’s accounting, financial, budgetary, and procurement systems (including but not limited to FLAIR/PALM/MFMP/FACTS/DEMES/LASPBS/BAPS).

 

Minimum Qualifications:

  • A minimum of two years of professional experience with research and analysis.
  • A minimum of two years’ experience implementing and managing complex projects.
  • Contract and grant management training.
  • Florida Certified Contract Management certification (or the ability and willingness to obtain certification within six months of employment).
  • During declared state emergencies, you may be required to work more than 10 hours per day, weekends, and be deployed in support of disaster response for up to 14 days, if needed.

 

Preffered Qualifications:

  • Experience with the State of Florida Accounting and Information Reporting (FLAIR) System.
  • Experience reconciling financial information.
  • Experience managing projects or grants.
